An early April Fools? No, just a new standard selection questionnaire

It will be live from 1 April 2023 but it's no joke - the Cabinet Office has published a new standard selection questionnaire (SQ). 

From 1 April (at the latest), contracting authorities will need to use this as their standard approach when procuring most services and supplies, replacing the previous SQ which has been in use since 2016. This isn't long to ensure that you're implementing the changes in upcoming procurement processes. 

The changes in this SQ include:

  • formally replacing the European Single Procurement Document (ESPD) with the Single Procurement Document (SPD); 
  • clarity on a range of matters, including what changes the contracting authority can make to the wording of questions;
  • amendments to the financial questions that can be asked and checks that can be undertaken;
  • the introduction of questions around carbon reduction, health and safety, supply chains and data protection;
  • additional requirements around modern slavery;
  • a shift from yes/no questions to self-declarations.
