Housing disrepair claims farmers - government call for evidence

On 4 December 2025, the Government launched a call for evidence regarding housing disrepair claims in England. This initiative seeks input from landlords, tenants, legal professionals and claims management companies on the current processes for addressing property disrepair through legal channels. 

The consultation is in response to rising concerns about the increasing prevalence of disrepair claims in the county court and the growing concerns about the conduct of claims management companies. 

We know many landlords are concerned about case management companies' representatives knocking on doors to obtain instructions from tenants. Sometimes they do not fully inform tenants who they work for or what bringing a claim involves. The Government recognises this and, in particular, is concerned about the increase in vulnerable tenants being exploited by these companies and their representatives. 

As a result of these concerns, the consultation aims to review:

  • The effectiveness and fairness of the existing claims process
  • The conduct of claims management companies in disrepair claims
  • Challenges encountered by both tenants and landlords in obtaining or providing redress
  • Whether current arrangements deliver timely, proportionate, and balanced outcomes

We would strongly encourage landlords to share their and their tenants’ experiences and perspectives to help inform future policy and improve safeguards in this area. 

Evidence is to be submitted via the official online form or by email  - see Housing disrepair claims - GOV.UK. There are 13 questions for landlords and separate questions for tenants.  
If landlords are aware of tenants who have reported claims farmers callers purporting to be landlord representatives or about invoices submitted by their solicitors, if they try to stop or withdraw from a claim once they have signed a conditional fee agreement or any other concerns, then such information and data must be provided now.
