Awaab’s Law  - Timescales

The draft Awaab’s Law Regulations (Hazards in Social Housing (Prescribed Requirements) (England) Regulations 2025) are due to be scrutinised and debated in Parliament by the First Delegated Legislation Committee today at 6pm. These draft regulations form part of the phased introduction of Awaab’s Law. They need to be passed today for the regulations (setting 27 October as the date for stage one to come into force)  as tomorrow Parliament breaks for its summer recess for some months.

The main or primary legislation for Awaab’s Law was introduced through the Social Housing (Regulation) Act 2023. This was inserted into social housing tenancy agreements as an implied term, requiring all social landlords to comply with the detailed requirements that were to be set out in any regulations that were to follow, which of course are the regulations before Parliament for approval today.

Interestingly, the notes on Parliament’s website state, ‘We understand that Awaab’s family has expressed concerns about the time the Government is taking to implement the measures in full’. Currently, implementation is planned over two years up to 2027. The notes go on to state that ‘Given that phase three of the implementation of Awaab’s law will not be brought forward until 2027, the House may wish to question the Minister further about whether such a long implementation timeline is necessary’.

This seems to suggest the current two-year implementation plan across 2026 and 2027 could be shortened. One to watch.
