Procurement Bill faces further delays

The Cabinet Office has advised that the planned implementation date for the new procurement regime is now October 2024. The third reading of the Bill in the House of Commons has been set for 13 June. It will then return to the House of Lords for them to consider the Commons amendments. 

The October implementation date allows time for the statutory instruments and guidance to be drafted well in time for the six-month lead-in period that has been promised when all the elements of the new regime are in place. 

Given where we are now and the level of changes to the Bill during its passage through Parliament, it's a pity that the Cabinet Office didn't issue the Bill as a draft for consultation. They could have saved themselves a whole lot of trouble by doing so. There would also have been more opportunity to iron out some more of the problems with the Bill, some of which still remain even though a lot has been fixed.

Further delays to the Procurement Bill mean that the implementation date is now scheduled for October 2024.
